So you know, if you are flying with the wheel pants off, the signed W&B
report carried on board the aircraft must correspond.

No.

It appears the plane was re-weighed in 2013.  It also appears that  a
SV-ADSB-470 (not -472) was originally installed in 2013 per West Air before
that re-weighing.   It was removed at some point with no logbook entry that
I can find, and replaced with a SV-ADSB-472 in 2019.  Those are probably
very similar in weight and may have been installed in the same location,
but I have no way of knowing for sure :-/

The 2017 W&B report we have from 2017 is not based on the 2013 re-weigh, it
is based on a missing (meaning, I can't find it) earlier 2017 W&B report.
Or so it says.

I can create a new W&B report to match the aircraft's current
configuration.  If you put the wheel pants back on, make an airframe
logbook entry and calculate a new W&B report.

When a previous W&B is referenced instead of a re-weigh, all the superceded
reports going back to the re-weigh are required to be in the aircraft
records.  ( They should be in any case, but most definitely if a revised
report is based on calculations using a previous report's weight & C.G. as
a starting point )
