i either figured it out or found a strange coincidence

When the crank and connecting rod pivot are not symmetrical there are 
only  a few connection points that will make the rocker arm motion equal 
above and below center, and equal motion on both side of the rocker pivot.

Our distance from the center of the crank to the center of the rocker 
arm pivot point is 38" .  using the center of the crank for the center 
of a circle, draw a 38" radius arc from the rocker pivot.

With the rocker arm horizontal, then the connecting rod must be pinned 
on that line.  hence the offset.  anyplace else and the motion will not 
be uniform.

for our configuration, the three offsets that i used are 8 5/8 
Horizontal from rocker pivot shaft,  and 2 1/4 vertical below center of 
rocker arm. Producing 27" stroke at both handles.

11 1/8 horizontal and 3 3/8 " vertical,  for 21" stroke

13 5/8" Horizontal and 4 1/2" vertical.   for 17" stroke
